These rules protect serious roleplay, fair scenes, and the people behind every character. Joining the server confirms that you have read, understood, and agreed to follow them.

Read before entering the city. Not knowing the rules does not excuse a violation. Staff may issue an appropriate punishment when a specific penalty is not listed. If you believe a decision was incorrect, use the Discord appeal process and provide evidence.

NEONHARBOR RULEBOOK

General Rules

These standards apply to every player, every character, and every NeonHarbor community space.

Adult community

  • You must be 18 or older to play in NeonHarbor Roleplay. Players under 18 are not permitted in the city.

Community conduct

  • Low, inconsistent, or disruptive roleplay may be reviewed by staff and can result in disciplinary action.
  • A working microphone is required and must use push-to-talk.
  • NeonHarbor is an English-speaking server. Communication other players cannot understand may be treated as fail roleplay.
  • In-game items and services may only be bought with in-game currency. Real-world payments, transfers, gifted subscriptions, or equivalents are prohibited.
  • Players must follow the terms of service of FiveM, Twitch, and Kick. Hate speech, racism, homophobia, and other prohibited hateful conduct result in a permanent, non-appealable ban.
  • Toxic behavior toward players or staff is prohibited in the city, Discord, streams, and other public platforms. Do not disclose private staff tickets or conversations.
  • Scamming involving donation vehicles, tuner chips, or homes is prohibited and may result in a ban.
  • Rule-break tickets must be filed as soon as possible and within one hour of the scene.

Graphics and evidence

  • Graphics and sky packs are allowed only when water, vegetation, and world props remain visible.
  • Keep clipping software available. Rule-break tickets require one uncut clip with at least three minutes of context. Accepted examples include Medal, SteelSeries, NVIDIA, and Twitch clips.
  • Clips posted in the in-game clips channel may be used by NeonHarbor for city promotion or rule enforcement when a violation is visible.

Character and roleplay basics

  • Create your character when you first enter the city. Do not roleplay as the default spawn character; use /report or open a Discord ticket if you need clothing-menu help.
  • Roleplay comes before gunplay. Shooting should only happen when it makes sense for an established storyline.
  • Character names must be appropriate, realistic, non-offensive, and compliant with platform terms. Troll or prohibited trademarked names may result in character deletion or a ban.
  • If you must go AFK, leave the server or move to a private place where you cannot be robbed. Items lost while AFK in public will not be returned.
  • Stream sniping or watching a stream to obtain in-city information is a bannable offense.
  • Rape, sexual harassment, transphobic, homophobic, stalking, racist, and suicide roleplay are prohibited. These categories can result in an immediate permanent ban. Sexual roleplay is permitted only in private areas.
  • Duplicating items or exploiting for items results in an immediate permanent ban. Report discovered exploits in a ticket.
  • Use /me only to further roleplay by describing actions that cannot be represented with an animation or emote.

Criminal Rules

Criminal play must create meaningful scenes for everyone involved—not shortcuts to loot or conflict.

Hostages and demands

  • Police officers may be taken hostage only when quality roleplay supports it and more than three officers are on duty.
  • Civilian or criminal hostages may be taken by force for criminal activity when high-quality roleplay is used. The hostage must be able to see the weapon and must value their life and comply.
  • Heists are hostile robberies; be prepared for a gunfight, particularly when no hostage is present.
  • Robberies and heists are limited to three hostages and one demand. Do not demand money from police.

Robbery and lootboxing

  • Robbing a player must have a logical roleplay reason and provide meaningful involvement for both sides. Randomly ordering a stranger to put their hands up and stripping their inventory is lootboxing.
  • Do not repeatedly rob players without an established roleplay reason.
  • You may take only items currently in a player’s inventory. You may not demand bank transfers, force vehicle sales, or take items from another player’s home or compound.
  • Pocket wiping is prohibited. Take only what you need; do not take phones, radios, housing or compound keys, IDs, or similar essentials.
  • Do not rob or kill a player who is AFK or “in their head.” Choose either to rob or to kill—you may not kill or flatback someone after robbing them.
  • Stealing from whitelisted businesses is prohibited.
  • Police and EMS may not be robbed while on duty, except police body cameras and dash cameras.

Gangs, equipment, and scene limits

  • Only rostered members of a whitelisted gang may wear that gang’s flag.
  • Police-issued weapons and armor are for police only. Police corruption is prohibited, and former officers must return issued equipment.
  • Except for raids, each side of a scene is limited to eight participants. Extra members must leave both the scene and the area.
  • Lookouts, radio coordinators, outside shooters, and anyone otherwise assisting count toward the eight-person limit.
  • “Super-civ” groups may not operate like an unwhitelisted gang by taxing civilians, repeatedly pressing gangs, or similar organized activity. Such groups may be required to whitelist or face discipline.

Police interactions

  • Killing or baiting a police officer requires strong roleplay justification; otherwise it may be treated as RDM or fail roleplay.
  • Do not steal, drive, or remove items from emergency vehicles.
  • Criminals who do not verbally communicate first must use suppressive fire intended to push police into cover without injury. Once suppressive fire is received, either side may return fire to injure or down unless criminals have a hostage.
  • Normal police responses to criminal activity—including drug sales, shots fired, or speeding—do not require separate initiation.
  • Once police have someone in custody, the rescue scene is over. Do not interfere with an active traffic stop, pursuit, or other police scene to retrieve a friend.
  • Do not use the scoreboard to count police. Treat every scene as though more officers are responding, fear police, and do not return after escaping to recover friends.
  • Outside green zones, an officer may be held at gunpoint when outnumbered or as part of a properly initiated life-for-life scenario.

Getaways and evasion

  • Motorcycles may not be the primary getaway vehicle for heists or robberies. Police may use appropriate pursuit and blockade tactics against them.
  • Dealing drugs from motorcycles, bicycles, or any two-wheeled vehicle is prohibited.
  • After being tased or bitten by a police dog, roleplay the effect and stop resisting.
  • Do not enter or drive into water to hide or evade police or criminals. Return to land immediately if you enter accidentally. Water escape requires a boat.
  • Do not drastically alter your appearance through a barber or plastic surgery to evade an active warrant or police search.
  • Masks conceal the face but do not erase recognizable voice, clothing, tattoos, accessories, vehicles, or other identifying characteristics.

Properties, businesses, and public conduct

  • Private houses are not safe zones. Hostile arrivals require a valid reason, quality roleplay, the 30-second interaction rule, and compliance with the 8v8 limit.
  • Player-owned businesses are yellow zones. Prioritize business roleplay, do not seek hostile interactions, and use fists only—no weapons—if an interaction becomes a fight.
  • Do not take a job at a player-owned business to steal from it. Unauthorized theft from a business stash or bank may result in a ban.
  • Dead-body images may be posted on Birdy for high-quality story purposes, including conflicts and RICO cases, but never for toxicity or excessive emotes.
  • Friendly shootouts or “paintball” with live weapons are prohibited. Use the appropriate city facilities.
  • Do not post or leak hidden city locations in the city or Discord. Locations may be shared in-character when supported by quality roleplay, such as selling information.

Storm buffer

Criminal activity is prohibited for 30 minutes before a scheduled server restart and 30 minutes after the city returns. This includes robberies, drug activity, gang conflicts, shootouts, kidnappings, home invasions, boosting, chop-shop activity, and other illegal or high-risk roleplay.

  • The buffer allows scenes to conclude safely, protects server stability, and keeps play consistent. Violations may result in administrative action.

Help & Support

Finish the scene, preserve the context, then use the official support process.

Tickets and reports

  • If a player breaks a rule, roleplay through the situation and report it afterward. Never announce a report in-character or use coded OOC references such as “flight” or “Bahama.”
  • File player reports in the official Discord and wait for staff. Include one uncut clip of at least three minutes showing full context, plus IDs or character names.
  • Use /report only when you are stuck or have a scene-breaking technical issue—for example, being trapped in a bank vault with no exit.
  • Do not harass or disrespect staff. If you disagree with a ticket decision, open a staff complaint through the proper channel.

Gameplay Rules

Interaction and initiation

  • There is no fixed interaction timer, but proper roleplay is required. Verbally initiate meaningful roleplay and establish a storyline before killing or shooting; failure to do so is RDM.
  • Outside a declared war, there is no KOS. War does not suspend server rules, even when leaders agree otherwise.
  • Initiation must be significant and based on a story reason. Weapons may not be drawn until roleplay has led to that escalation.
  • Combat rolling during an interaction or shootout is treated as an exploit.

Out of character

  • Do not break character. References to admins, Discord, livestream status, other characters, or plans to report someone may be treated as going OOC.
  • Do not abuse /me. While downed, /me may describe injuries but may not be used to communicate other information.

Exploiting, metagaming, and powergaming

  • Exploiting glitches, mechanics, or emotes is prohibited. Abusing bulletproof helmets or headgear is also an exploit.
  • Using information your character did not discover through roleplay is metagaming. Examples include stream sniping, outside messages, clips, and chat information.
  • Do not remain in Discord calls with other players while in the city.
  • Do not abuse mechanics or rules to gain an unfair advantage; this is powergaming.

Combat logging

Quitting, using F8, or holding E to leave or avoid an active interaction or its consequences is prohibited. Always capture IDs or character names when reporting it.

  • First offense: staff conversation, warning, and 25 community-service tasks.
  • Second offense: warning and inventory wipe.
  • Third offense: one-day ban and inventory wipe.
  • Further offenses may result in a permanent ban.

Items and other restrictions

  • Items lost because they disappeared from an inventory or because pockets were overweight will not be reimbursed. Check inventory capacity before transfers.
  • Water or ocean dumping is prohibited.
  • Hitman roleplay is prohibited.
  • Mechanics may not install V12 engines in semi trucks, and engine swaps must remain realistic. Only motorcycle engines belong in motorcycles.

Life & Respawn

Value of life

  • Treat your character’s life as your own. If outnumbered or without a weapon in hand while held at gunpoint, comply.
  • Fear arrest and jail, and make reasonable efforts to escape. Shooting police should be a last valid option and does not remove consequences.

New Life Rule

  • The New Life Rule applies when your character is fully flatbacked and forced to respawn.
  • After respawning, forget the events leading to your death and do not seek revenge. If EMS treats you without a forced respawn, you may remember the event but must leave the area.
  • EMS may not retrieve you until a scene is concluded. After EMS pickup, do not return to the same scene.

Theft, Robbery & Heists

General heist rules

  • Wait at least 60 minutes between heists.
  • Do not steal an active heist from another group.

Counts and hostages

  • A robbery or heist may include no more than eight participants on your side, excluding hostages. One additional person may assist as a spotter.
  • A gang may recruit no more than two civilians to assist with a heist. This is the only permitted gang-and-civilian mixing.
  • A heist with armed local guards requires a genuine hostage. Bank trucks are exempt. Fake or paid hostages are prohibited, and hostages may not be added after the scene begins.
  • Only one police officer may be used as a hostage, never when they are the sole officer on duty. If police are used, there may be no additional civilian hostage.
  • EMS may never be taken hostage.
  • Disclose outside shooters or spotters when police ask. Complete the heist within 20 minutes of police arrival or police may breach.

Emergency Response

Police rules

  • Police must enforce the law equally, maintain a working microphone, and use the correct PD radio frequency.
  • Police weapons, items, and equipment may not be given to anyone outside the force or retained while off duty.
  • Do not abuse the police role to help friends or gangs. A police character may have a criminal relative but cannot maintain gang affiliation.
  • Former or terminated officers may not use retained access to steal police equipment; this is exploitation.
  • Negotiators may not be taken hostage. Finish the scene, then submit a report with a three-minute clip.
  • During heists and robberies, police may treat incoming suppressive fire as initiation and return lethal fire. This does not apply while a hostage is present.
  • Police may not abuse authority, including excessive reports or jail time for matters that should be handled by government, except urgent cases such as RDM or VDM awaiting staff.

EMS rules

  • EMS is a non-combat role responsible for helping injured people regardless of affiliation.
  • At crime scenes, consult the nearest officer. If no officer is present, call for one or proceed with extreme caution.
  • Dispose of hospital equipment and vehicles when going off duty.
  • EMS decides whether emergency surgery is required. Check every incapacitated player and treat on scene unless severe head or chest trauma supports transport. Only the player decides whether to permanently end a character.
  • Do not abuse medical authority to help friends or falsely require surgery after a criminal scene.
  • Selling or gifting EMS equipment to civilians results in removal from EMS and a ban.
  • All on-duty EMS personnel must use the same radio channel.
  • On-duty EMS may not be robbed, injured, or killed. EMS must still value life, continue the scene, and report violations afterward rather than acting invulnerable.
  • A single character may not be both EMS and police.

Emergency-services addendum

  • Body-camera footage may be reviewed only when a physical body camera or dash camera is present and the review is roleplayed through a lawyer or station. Civilian dash cameras face forward; emergency-vehicle cameras may provide a 360-degree view.
  • Police corruption is prohibited and bannable.
  • EMS may participate in criminal activity, but being caught results in a blacklist from emergency services.
  • Abusing map blips during scenes is powergaming and bannable.
  • Civilians may not own emergency imports or impersonate emergency services.
  • Place downed bodies where EMS can retrieve them. Do this for roleplay, never toxicity.
  • Roleplay pain and injuries with EMS. Requests such as “I need a tap” or “I need a heal” are OOC.
  • Do not tell police or EMS how to do their jobs. Address concerns through roleplay, command staff, or legal channels.
  • Fear police and value your life. Your first response should not be to shoot.
  • Do not spam /911 or /911ems. One or two calls are enough.

Driving & Flying

Vehicle rules

  • Vehicle deathmatching is prohibited, including using a vehicle to injure a player or disable their vehicle outside an authorized police PIT.
  • Carrying another person while driving a motorcycle or other two-wheeled vehicle is fail roleplay.
  • Drive off-road only in an appropriate off-road vehicle, and remain on trails or reasonably flat ground. Do not use unrealistic terrain to escape police.
  • Drive realistically. Unrealistic vehicle jumps are fail roleplay.
  • Only certified characters may fly aircraft.
  • Fort Zancudo and aircraft-carrier vehicles or aircraft are prohibited.

Green Zones

Protected areas

  • Crimes and hostile interactions—including murder and vehicle theft—are prohibited in green zones.
  • Do not enter a green zone, apartment, or house to avoid an interaction or escape an active scene.
  • All player-to-player transactions must happen outside green zones.
  • Do not loiter, camp, or commit crime in government buildings or civilian-job areas such as the lumberyard, recycling center, and mining locations.

Staff Rules

Staff conduct and decisions

  • Staff decisions are final, although players may request an appeal through the proper process.
  • Abuse or hostile behavior toward staff in the city or in tickets is prohibited.
  • Avoid private messages between players and staff about server matters. Use official support channels.
  • Staff may not teleport, create money, or spawn items for a player without a valid administrative reason.
  • Staff may not accept bribes. Offering or accepting one results in removal and bans for those involved.
  • All server rules apply to staff. Higher management handles necessary overrides and staff misconduct reports.
  • Do not approach an in-character staff member about tickets or OOC questions unless they initiate it or immediate intervention is required.
  • Staff are not obligated to reveal evidence used for discipline. Appeals should include the player’s own clips and evidence.
  • Staff may not disclose another player’s punishment.
